As planned the research undertaken in 2012 examined emergency aid to Japan from Asian countries, following the March 11 2011 Great Eastern Japan Earthquake and Tsunami. The research focused on motivations for giving aid to a rich country by countries that are at a lower stage of economic development, seemingly a reversal in the usual understanding of aid as a gift from rich countries to poorer ones. Insights gleaned from this research are important for understanding the broader issue of growing aid competition and cooperation among the countries of East Asia, including Japan.
Changes in subsidy budget
Because the amount of the stipend I received was substantially less than my request, I was forced to modify the research plan accordingly. I cancelled planned research in Tokyo and concentrated on resources available in Nagoya. As planned, I hired a group of international students in order to survey Asian countriesf news reports concerning their emergency aid to Japan. I also undertook extensive research on my own using online and print English language news services in China, Taiwan, South Korea, Singapore, the Philippines, Bangladesh, and Thailand.
Submission of research results
My research production under the Pache grant is listed separately. The stipend allowed me to complete work on my edited book on foreign aid competition in Northeast Asia, a work which included Japan, China, Taiwan, and South Korea. It became clear that emergency aid from those countries reinforced their self-images as aid donors, a dimension which provides both elements of competition and cooperation with Japan. Second, I also drafted a paper on the nature of reciprocity in aid relations based on my research on Taiwan, China, Bangladesh, and Thailand. That paper was subjected to peer review and will be published in an edited volume to be published by the Ateneo de Manila University Press in the near future. In addition to the publications listed in the attached form, I also gave a presentation on my research at the Ateneo Center for Asian Studies, Ateneo de Manila University, the Philippines, in August. I attach a copy of the announcement.
